Windstorm-certified roofing (WPI-8)
Windstorm-certified roofing is roof work built to the Texas windstorm building code and inspected under the Texas Department of Insurance program, which issues a WPI-8 certificate of compliance. In TWIA's coverage area — including Jefferson and Chambers counties — you generally need that certificate to buy or renew TWIA windstorm coverage on the new roof.

The Texas Windstorm Insurance Association (TWIA) insures wind and hail in 14 first-tier coastal counties, including Jefferson (Beaumont, Port Arthur, Nederland, Port Neches, Groves) and Chambers (Winnie, Anahuac). Orange and Hardin counties are not in TWIA's first-tier area, but building the same way still makes sense.
The process starts before the tear-off: the contractor or an engineer notifies TDI, inspections happen at specific stages such as decking nailing and final, and the certificate is issued after the work passes. Skipping an inspection can mean the roof can't be certified.
